The term "non-functional" has been used repeatedly to describe the status health facilities at various points during the genocide; there are many context-dependent interpretations for this term, which mainly means the inability of a particular health facility to provide the service it is supposed to. For example, a main hospital can be considered "non-functional" if it is unable to provide emergency services even if health workers continue to provide inpatient and outpatient services, due to the interruption of a key service. This could be due to siege, power outage, loss of operational staff, or destruction. Where details are available, we explain how a facility is "non-functional".

We also use terms such as "abductees", "disappeared", or "martyrs" to describe health worker victims, because these are the terms used by health workers themselves. For health workers who were taken to occupation army bases, interrogated, tortured, and killed as in the case of Drs. Adnan al-Bursh and Iyad al-Rantisi, were abducted from their work places. Those whom we know nothing about did not go missing due to random events, but were disappeared, either due to direct actions by the occupation army or because of circumstances that forced some of them to disappear.
