Description (About the Facility)

Al-Awda Hospital – Jabalia, is located in Tel al-Zaatar, east of Jabalia refugee camp, is one of the largest community hospitals in Gaza. It opened in 1997 with funds provided by local donations and it has subsequently been developed and upgraded to improve its capacity. The hospital is the main provider of maternity services in northern Gaza Strip and the only provider of fluoroscopy services. It is also licensed as a teaching hospital by some universities in Gaza to train nursing students[1][2]. It has a medical staff of 35 doctors and support staff during the war of genocide[3].

The hospital is managed by Al-Awda Health and Community Association (formerly the Union of Health Work Committees), which seeks to achieve community health empowerment and promote the concept of comprehensive health through primary health care programs, secondary and tertiary health care programs, and protection of women and children. Al-Awda Health and Community Association is a Palestinian non-governmental organization that aims to improve the health situation in the West Bank and Gaza Strip. Founded on the initiative of volunteers working in the health sector in 1985, the Union of Health Work Committees worked in the context of the First Intifada, and their work continued to be politicized through the provision of relief and emergency services. These committees were established as part of the mass frameworks that strengthened Palestinian steadfastness and resistance to the occupation, before the arrival of the Palestinian Authority in the late 1990s. Since then Al-Awda Association has moved towards more professional health work without losing its status as a mass organization[4][5].

Development

In 2018: Doctors Without Borders (MSF) signed a partnership with Al-Awda Hospital, allowing MSF staff to work in the hospital and perform reconstructive surgery for adults and trauma surgery for children[6].

 

Effect of siege (2007 - 2023)

During the years of the siege and the ongoing war on the Gaza Strip, the hospital has been subjected to many targets, most notably during the 2008-2009 Gaza Massacre, when an ambulance belonging to the hospital was bombed, resulting in the injury of four medical staff who sustained serious injuries[7].

On October 14, 2023: The occupation forces threatened Al-Awda Hospital with bombing if it did not evacuate[8].

On October 18, 2023:  The occupation forces again demanded that the hospital's management evacuates the hospital[9].

On October 22, 2023: The hospital was damaged by heavy shelling of a nearby house, and the hospital announced that it will continue to provide free obstetrics and gynecology services in the hospital amid the war[10][11].

On October 27, 2023: The hospital received a large number of injured and wounded as a result of the shelling of an entire residential block in the Jabalia refugee camp area[12].

On November 5, 2023: The director of Al-Awda Hospitals announces that Al-Awda Hospital - Jabalia was suffering from a severe shortage of medicines, and that the hospital may be out of service within 36 hours[13].

On November 6, 2023: The hospital reissued an SOS warning amid a fuel shortage and the possibility of the hospital going out of service within 30 hours[14].

On November 8, 2023: The hospital announced the closure of its operating and radiology departments and emergency services following the fuel shortage[15].

On November 9, 2023: The Ministry of Health announced that al-Awda Hospital - Jabalia no longer was operational[16]. In a press statement, the hospital's director, Dr. Ahmad Muhanna, announced that a large number of health staff have been injured and that the hospital's property is severely damaged[17].

On November 10, 2023: A number of medical staff at the hospital, in addition to a number of Palestinian Red Crescent Society paramedics, were injured during repeated bombings by occupation forces in the vicinity of the hospital, which also caused severe damage to the hospital and to several ambulances[18].

On November 12, 2023: Occupation forces bombed the vicinity of the hospital[19] .

On November 21, 2023: The Ministry of Health announced that occupation attacks on Al-Awda Hospital caused dozens of martyrs and injuries among patients and medical staff[20]. The hospital's reconstructive surgery building, and the third floor of the main building are shelled[21]. One of the doctors who were killed had written on a board in the hospital before his martyrdom: "Whoever stays until the end will tell our story. We did everything we could. Remember us."[22][23][24].

On 24 November, 2023: Al-Awda Hospital announced that several hours before the truce, occupation forces deliberately targeted its facilities in Jabalia, including:

  • The hospital's central warehouse, destroying significant pharmaceutical, medical and consumable supplies.
  • The ambulance and emergency vehicle facility, resulting in the near total destruction of two ICU (intensive care) ambulances, in addition to a vehicle dedicated to medical supply and transportation, and another for logistics services.
  • The third and fourth floors of the hospital's eastern building, which includes 38 residential and dormitory beds and two operating rooms, were retargeted, resulting in their permanent removal from service.
  • The solar power system, which was almost completely destroyed and put out of service.
  • The medical gases facility, causing significant damage to the medical gases network.
  • The fuel and generator facility, which resulted in the destruction of the fuel tanks.
  • The hospital's administration building, causing significant damage.
  • Regular and filtered water tanks used to supply water to the hospital.
  • All the hospital buildings, which were damaged by flying shrapnel and gunfire[25].

On December 1, 2023: The Ministry of Health announced that the Israeli air force directly targeted the office of the director of Al-Awda Hospital, Dr. Muhanna[26].

On December 3, 2023: The hospital announced that its clinical capacity was halved as a result of the occupation shelling of buildings adjacent to the hospital, in addition to the martyrdom of three doctors and two paramedics who are directly targeted[27].

On December 6, 2023: Occupation forces completely besieged the hospital. The hospital launched a relief operation to protect 38 patients inside the hospital's departments, in addition to 95 employees[28].

On December 8, 2023: Occupation snipers shot and martyred volunteer doctor Ashraf Abu Dghaim on the hospital campus. The hospital administration confirmed that the working staff were very concerned about the continued siege of the hospital[29].

On December 9, 2023: The Ministry of Health announced that pregnant women could not reach the hospital due to the ongoing siege[30]. The World Health Organization (WHO) announced that the siege of the hospital had been ongoing since December 5 and that two medical staff members have been martyred while working inside the hospital[31].

On December 12, 2023: The siege and targeting of the hospital continued, as occupation forces prevented water, food and electricity from reaching the hospital, in addition to preventing access to the wounded and sick[32].

On December 15, 2023: The siege on the hospital continued for the tenth consecutive day with occupation forces opening fire at anyone who moved inside it[33].

On December 16, 2023: Occupation forces storm the hospital, detaining and stripping, and interrogating medical staff before releasing them, while kidnapping the hospital director, Dr. Muhanna[34].

On December 18, 2023: Occupation forces forced hospital staff, patients, and companions to descend to the hospital yard[35].

On December 19, 2023: The Ministry of Health announced that the Israeli military had turned the hospital into a military barracks, and detained 240 people, including 80 medical staff, 40 patients, and 120 internally displaced people inside the hospital, without water, food, or medicine, and was preventing movement between departments. In addition, six of the hospital's staff, including its director, Dr. Muhanna, a patient, and an escort were abducted and taken to an unknown location[36].

On December 21, 2023: Occupation snipers shot and martyred a hospital worker inside Al-Awda Hospital. There were reports of a state of terror and torture experienced by patients and medical staff trapped inside the hospital[37].

On December 23, 2023: Occupation forces withdraw from the hospital after 18 days of continuous siege, which led to the martyrdom of three people who were sniped inside the hospital, and the arrest and abduction of 12 people who were among those besieged. 225 people miraculously escaped death and bombing, but whose lives are still threatened due to the scarcity and depletion of food supplies and medicine[38].

On December 26, 2023: The hospital returned to partial operation by receiving patients in the reception, emergency, women's and maternity departments. All other hospitals in northern Gaza were out of service[39].

On December 27, 2023: The hospital confirmed its continued operation under very scarce medical supplies and resources, with the Al-Awda team performing four Caesarean sections and six normal deliveries for women[40].

On January 30, 2024: The hospital administration announced that the hospital no longer was service[41].

On February 11, 2024: The hospital's administration announced that it had resumed operation[42].

On February 27, 2024: It was reported that the hospital was out of service agai[43].

On May 16, 2024: Occupation warplanes targeted ambulances belonging to the hospital, which led to the injury of an ambulance worker and a nurse while they were performing their humanitarian duty[44].

On May 19, 2024: Occupation tanks surrounded the hospital, in conjunction with the continued ground incursion into Jabalia refugee camp[45].

On May 20, 2024: Occupation artillery shelled the upper floor of the hospital[46]. 

On May 22, 2024: The WHO stated that medical staff consisting of 148 people, and 22 patients were trapped inside the hospital. Later, the occupation forces evacuated the medical staff and displaced persons from inside the hospital after a siege that lasted for three days, and arrested a number of medical staff and subjected them to field investigation and then forced them to evacuate to areas in western Gaza[47][48][49].

On May 23, 2024: The occupation forces closed the hospital and took it out of service completely after a four-day siege[50].

On May 31,2024: Occupation forces withdrew from the vicinity of Al-Awda Hospital - Jabalia, and the hospital resumed receiving patients and casualties. Acting Hospital Director Dr. Mohamed Saleh stated that the siege on the hospital was lifted after 13 days[51].

On June 30, 2024: The hospital’s director announced that the hospital was suffering from a shortage of fuel and is threatened with a complete cessation of service[52].

On July 8, 2024: WHO staff were able to deliver medicines and medical equipment to Al-Awda Hospital [53].

On August 16, 2024: Relief International announced that the hospital was operating with only 50% of the supplies it needed[54].

On August 17, 2024: The hospital announced that it may stop operating within 24 hours due to fuel shortages. The acting director of the hospital told Al Jazeera that surgeries and maternity services had already been suspended[55].

On August 19, 2024: Al-Awda Hospital director Dr. Mohammed Saleh announced the postponement of all surgeries at the hospital, demanding an urgent delivery of fuel to avoid further loss of life[56].

On August 20, 2024: Al-Awda Health and Community Association, in cooperation with Delia Arts Foundation, organized a series of psychological support sessions through art for children at Al-Awda Health and Community Center in Jabalia. This initiative was part of efforts to alleviate the psychological trauma caused by the ongoing genocide in Gaza. It is worth noting that the Al-Awda Center in Jabalia was destroyed by the occupation forces last May[57].

On August 26, 2024: Al-Awda Association announced on its Facebook page that it will continue to provide health services to citizens in its facilities and mobile clinics, including the Al-Awda Hospital in Jabalia[58].

October 8, 2024: The Israeli Occupation Forces (IOF) issued orders to evacuate Al-Awda Hospital within 24 hours and the medical staff refused to leave [95]. 

October 12, 2024: World Health Organization (WHO) crews managed to deliver 5,000 liters of fuel to Al-Awda Hospital in Jabalia [96]. 

October 13, 2024: The report of the Euro-Mediterranean Observatory for Human Rights indicated that Al-Awda Hospital is partially functioning due to the shortage of medical staff [97]. 

October 15, 2024: Oxfam International published a report quoting Dr. Mohammed Saleha, director of Al-Awda Hospital in northern Gaza, who described the tragic situation at the hospital, where the Israeli army has asked to evacuate the hospital several times. He explained that all departments are full of injured people, and that they are forced to discharge those with minor or moderate injuries because there are not enough beds. He emphasized to the IOF that they would only evacuate the hospital if there were ambulances capable of saving the lives of the injured and transferring them to another hospital [98]. 

October 18, 2014: The IOF directly targeted Al-Awda Hospital. Local media reported that drones fired in the vicinity of the hospital [99][100]. 

October 19, 2024: The IOF targeted an ambulance belonging to Al-Awda Hospital in Jabalia, wounding six citizens, including a paramedic. The IOF also shelled the upper floors of the hospital and surrounded the patients and health staff, which resulted in the injury of a number of medical staff members, including a serious injury, according to the Al-Awda Health and Community Association [101][102][103].

October 20, 2024: The IOF prevented the arrival of a medical supplies convoy that was to reach Al-Awda Hospital in Jabalia despite prior coordination with the WHO [104].

October 21, 2024: Communications outages and internet jamming hampered efforts to determine the health situation at Al Awda Hospital, according to the Health Group [101]. 

October 24, 2024: The IOF artillery shelled Al-Awda Hospital in Jabalia [105]. 

October 25, 2024: Relief International reported that Al-Awda Hospital in Jabalia may be forced to cease operations. The hospital had been surrounded by armed forces for the past 48 hours, preventing the entry or exit of civilians or staff. The hospital's medicine warehouse and pharmacy were reportedly recently bombed [106].

October 26, 2024: According to the Health Cluster report, Al Awda Hospital has become inaccessible due to damaged roads leading to it, with approximately 151 people remaining as of October 26, including 65 staff members, 43 patients, 36 companions, and seven children. The hospital suffers from a shortage of drinking water and relies mainly on untreated well water, as the main water pipes were damaged, limiting the availability of water to only two hours per day [107]. 

October 26, 2024: The IOF artillery shelled the vicinity of Al-Awda Hospital [108]. The occupation forces arrested Dr. Muhammad Obeid, head of the Department of Reconstructive and Orthopedic Surgery at Al-Awda Hospital, from inside Kamal Adwan Hospital [109].

October 28, 2024: In an interview with Al-Kofia TV, the director of Al-Awda Hospital explained that the hospital is receiving dozens of injuries on a daily basis after Kamal Adwan Hospital is almost completely out of service. He pointed to the urgent need for supplies, medicines, and fuel to avoid going out of service, adding that the hospital suffers from a shortage of necessary medical specialties, which threatens the ability to provide the necessary care. He also called for urgent intervention by the WHO to provide medicines and medical teams after the arrest of a number of doctorsafter the IOF's targeting of the hospital and “everything that moves” in its vicinity, the bombing of its floors, and surrounding by tanks [110][111].

October 31, 2024: Al-Jazeera reported that the injured inside Al-Awda Hospital are facing death due to the lack of blood units and specialized doctors [112].

November 1, 2024: The director of Al-Awda Hospital indicated that there is only one surgeon available in the northern Gaza Strip and that the hospital's calls for medical teams have gone unanswered, with staff relying on animal-drawn carts to transport the wounded as ambulances continue to be denied access. He added that the hospital comes under frequent fire and there is a possibility that the neonatal intensive care service will be shut down soon [113]. Palestinian Red Crescent (PRCS) crews were able to transfer 21 patients from Al Awda Hospital and the Indonesian Hospital to Al Shifa Complex in Gaza City [114].

November 3, 2024: The director of Al-Awda Hospital announced that medical teams were able, in coordination with the Red Cross, to transfer 19 patients who needed specialized surgeries in neurosurgery, orthopedics, vascular, and plastic surgery, and the WHO was able to transfer five patients and five caregivers from Al-Awda Hospital to Al-Shifa compound, but the organization's teams were unable to deliver the necessary equipment and supplies to Al-Awda Hospital due to the IOF’s continued prohibition [115][116]. The hospital had started rationing its generators to run for only three hours a day due to fuel shortages [117]. IOF artillery targeted the vicinity of the hospital [118].

November 4, 2024: The hospital administration announced that the hospital has been deprived of fuel supplies for a month, and the hospital director stated on Al-Jazeera that the remaining amount of fuel is only enough for two days, that only the reception and emergency departments are working in the hospital, and the remaining staff can only perform some life-saving surgeries due to the arrest of the head of the reconstructive and orthopedic surgery departments in the hospital [119][120].

November 6, 2024: The director of Al-Awda Hospital renews his appeal to the WHO to provide the hospital with fuel, medical supplies, medicines, and food [121].

November 9, 2024: Relief International quoted a hospital worker as saying that in recent days, the IOF targeted an ambulance belonging to the hospital, which led to the martyrdom of two women, while an infant survived. The organization added that the hospital, despite its siege, managed to provide 4,951 health services since October 5, 2024 [122].

November 10, 2024: IOF artillery shelled the perimeter of Al-Awda Hospital [123]. The hospital, in cooperation with the International Committee of the Red Cross (ICRC) and the Palestinian Red Crescent (PRC) managed to transfer 20 injured people to Al-Shifa compound and Al-Ahli Arab Baptist Hospital in Gaza City. The PRC announced the death of one of the patients during this operation due to theIOF delaying the passage of ambulances at the checkpoint separating the northern Gaza Strip from Gaza City [124][125][126][127].

November 13, 2024: The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) announced that between October 27 and November 9, 2024, WHO teams were able to transfer 55 patients and 67 accompanying companions from Al-Awda and Kamal Adwan hospitals to Al-Shifa [128].

November 14, 2024: The hospital director indicated that the IOF did not allow the refilling of oxygen cylinders and that the hospital has been deprived of medical supplies, medicines, and fuel for 40 days and may stop performing life-saving operations [129].

November 17, 2024: Al-Awda Hospital, through the ICRC and in cooperation with the PRC, was able to transfer 15 injured people to the Shifa compound [130][131].

November 20, 2024: The IOF artillery shelled the perimeter, yard, and rooftops of Al-Awda Hospital, which resulted in the injury of 4 people inside the hospital, one of them in critical condition [132][133]. The Director General of Al-Awda Health and Community Association also announced that the hospital continued to provide emergency services, general medicine, general and specialized surgery, gynecological surgery, sexual and reproductive health, natural and Caesarean sections, despite the severe shortage of basic supplies, as the operation of the departments depend on very limited amounts of fuel that is allocated to provide electricity only 4 hours a day, while the lack of oxygen and fuel continued to threaten the blood units with complete suspension of service [134].

November 21, 2024: An IOF “Quadcopter” drone dropped a number of bombs in and around the hospital yard, injuring 4 people [135][136].

November 22, 2024: IOF drones bombed Al-Awda Hospital after bombing Kamal Adwan Hospital [137].

November 26, 2024: The Al-Awda Health and Community Association announced the transfer of 10 injured people from Al-Awda Hospital to hospitals in Gaza City through the ICRC and in cooperation with the PRC [138].

November 27, 2024: The acting director of the hospital, Muhammad Salha, renewed his appeal to UN bodies and the international community to provide medicines, medical supplies, food, and fuel to operate the hospital, noting that the IOF emptied the ambulances containing medical aid during a mission by the ICRC to transfer cases to Gaza City hospitals. He emphasized that the IOF continued to prevent medical crews from filling oxygen cylinders [139].

December 3, 2024: The IOF bombed the fifth floor of Al-Awda Hospital and its outer courtyard [140]. 

December 4, 2024: The WHO reported that the Al-Awda Hospital in Jabalia is still partially functioning despite the continued violent Israeli attacks [141]. 

December 6, 2024: The ICRC provided medical supplies to Al-Awda Hospital and evacuated 11 sick and wounded people to Gaza City [140].

December 7, 2024: The IOF targeted a volunteer nurse with a bullet in the chest inside Al-Awda Hospital, which was documented by the Office of the United Nations High Commissioner for Human Rights as one of several cases of people killed by theIOF with bullets inside Al-Awda Hospital [142]. 

December 28, 2024: Raafat al-Majdalawi, Director General of the Al-Awda Health and Community Association, issued a statement saying that the IOF took the hospital out of service, burned some of its departments, and emptied it of patients. He added that Al-Awda Jabalia Hospital has been deprived of medical supplies, fuel, food, blood units, and medical gases since the start of the military operation on the northern Gaza Strip in October 2024. The hospital is subjected to direct and indirect attacks by the occupation army on a daily basis, which led to the injury of the hospital's director and six medical staff. Al-Majdalawi emphasized that Al-Awda is committed to providing services despite the continued violations by the IOF. Al-Awda Society called on the WHO and the ICRC to provide the necessary medical supplies and gases to ensure the continued operation of the hospital after the destruction of the Indonesian Hospital and Kamal Adwan Hospital [143].

December 12, 2024: The IOF targeted Dr. Saeed Jouda, the only orthopedic doctor in the northern Gaza Strip, while he was on his way from Kamal Adwan Hospital to Al-Awda Hospital to treat cases [144][145].

December 18, 2024: The IOF blew up a robot in the vicinity of Al-Awda Hospital in Jabalia, injuring a number of medical workers and patients [146].

December 20, 2024: The IICRC was able to send a mission to Al-Awda Hospital to deliver medical supplies and transport 10 patients and 6 of their companions. The IOF arrested one of the patients and one of the escorts at a checkpoint [147].

December 23, 2024: Israeli warplanes carried out heavy airstrikes in the vicinity of Al-Awda Hospital in Jabalia, burned the central medicine warehouse, and a number of IOF military vehicles continued to move around the hospital [148].

December 24, 2024: IOF tanks attacked the third floor of the eastern wing of Al-Awda Hospital, causing panic among 31 patients,their companions, and 65 medical and administrative staff inside the hospital. The IOF also detonated a robot bomb in the vicinity of the hospital [149][150].

December 26, 2024: The IOF detonated 3 booby-trapped robots in the vicinity of Al-Awda Hospital in Jabalia, which led to the injury of the hospital director, Muhammad Salha [151][152]. 

December 28, 2024: The IOF targeted the upper floors of Al-Awda Hospital in Jabalia with several artillery shells. The targeting resulted in the destruction of the hospital's facilities and the evacuation of a number of wounded and medical staff to Gaza City amid intensive shooting at the hospital [153].

December 29, 2024: The IOF targeted Al-Awda Hospital in Jabalia with intensive artillery [154]. 

January 1, 2025: A report by OCHA indicated that there were 37 patients in the patient care unit and the shortage of medical supplies and fuel at the hospital continued [155]. 

January 2, 2025: The IOF targeted Al-Awda Jabalia Hospital with artillery shelling [156].

January 3, 2025: The IOF issued an order to immediately and completely evacuate Al-Awda Hospital in Jabalia, otherwise the entire hospital would be bombed. The IOF sent the evacuation order to the hospital administration by using a Palestinian prisoner as a human shield. The hospital administration contacted the ICRC and sought to arrange the evacuation. The IOF targeted the hospital's gate and the reception and emergency department, wounding a number of medical staff. Israeli drones dropped bombs in the hospital yard, while heavy artillery shelling continued in the vicinity of the hospital after the IOF destroyed the last working generator in the hospital and exhausted the medical equipment and fuel. [157-160].

January 8, 2025: The director of Al-Awda Jabalia Hospital, Mohammad Salha, told Al-Jazeera TV that Israeli army vehicles continue to besiege the hospital and advance towards it, firing indiscriminately in its vicinity and throwing bombs in its yard. The IOF also continued to prevent the entry of food, medical supplies, and fuel into the hospital [161].

January 11, 2025: The IOF targeted Al-Awda Hospital with drones and dropped bombs on the besieged hospital [162].
